The Chernihiv Regional Training Centre of Advanced Training (abbreviated name – Siverian Centre of Advanced Training) is an institution of postgraduate education that provides professional training, including advanced training, for employees of state bodies, local self-government bodies, enterprises, institutions, organisations, and local council deputies.
Foundation
The Centre was established on a separate part of the jointly owned property of the territorial communities (hromadies) of villages, settlements and towns of the Chernihiv Oblast (hereinafter referred to as communal property) by order of the head of the Oblast State Administration dated 12 October 1998, No. 662 “Issues of the regional centre for the advanced training of civil servants”.
The founders of the Centre are the Chernihiv Oblast Rada and the Chernihiv Oblast State Administration.
The Centre is under the management of the Chernihiv Oblast State Administration and is subordinate to the Department of Education and Science of the Chernihiv Oblast State Administration.
Mission and Main Tasks
The Centre serves as a regional educational and scientific-methodological institution for the professional training of civil servants, heads of local state administrations, their first deputies and deputies, local self-government officials, and local rada (council) members.
Planning
Each year, the Centre plans its work for the next calendar year. By the end of the year, the Centre’s staff prepare a new schedule that includes the target group of participants, the approximate number of participants, the date, and the approximate times and topics of seminars. To prepare this document, the Centre investigates the learning needs of communities using questionnaires from state and local governments.
Directions of Training
The Centre was certified by the Ukrainian Ministry of Education and Science for retraining in the following subjects:
- Public Administration (main: different management training).
- Philology (additional: English language training for public employees).
According to the certification, the Centre has implemented professional (certificate) training programs that meet the requirements of the Ministry of Education. These programmers are divided into specialized (approved by customers) and general (approved by the National Agency of Ukraine for Civil Service). These learning often take the form of an introduction to their relevant specialty, which can include many topics. These training courses typically last for about 10 days.
The majority of courses, however, are implemented at the Centre without direct consultation and direction of the Ministry of Education and Science – these are short-term training programs. They require approval from either the customer or the National Agency of Ukraine for Civil Service (special or general, respectively).

The number of students
Every year, nearly 14,000 civil servants and local self-government officials are trained here in accordance with the Centre’s teaching plan. Of these, approximately 80% are distance learning and 20% are face-to-face.
Lecturers
The Centre invites professionals from the public sector and other public institutions (50%) and from local universities (50%). From time to time, professors and other highly trained specialists from Kyiv give lectures at the Centre. The Centre often welcomes foreign experts, including specialists from Germany, Latvia, Poland, and the United States.
